VA Benefits—Chapters 30 & 1606
1. Complete VA paperwork
Go to the VONAPP website and fill out the appropriate form (see below).
22-1990 - Use if you are applying for VA benefits for the first time.
22-1995 - Use if you have used your benefits at another institution and would like to transfer to Liberty University as your primary institution, if you have changed your program (degree or major), or if it has been over a year since last certification.
2. Print a copy of the completed VA paperwork.
Once you fill out the online form and submit it to the VA, you will need to print a copy of the completed VA form and sent it to us so we will have it on file. To verify you have successfully submitted your form to the VA, a confirmation number will appear on the bottom of each page of the form you print out to send to us.
Instructions to print a completed VA form on VONAPP
(These step by step instructions are only for printing a completed form and are not intended to guide a student through the actual application process.)
- Go the VONAPP website
- Click "Start VONAPP"
- Click "Continue" until you get to the login screen
- Log into the VONAPP system
- Under the "Completed Forms" section click the "Print" button next to the form you need to print.
- Send a copy of the completed form to Liberty University's Military Affairs Office.

3. Contact your academic advisor to discuss registration and financial check-in
Please remember that arrangements for the full payment of your tuition and fees must be made during the completion of your Financial Check-In. Within Financial Check-In, qualifying students have the option of using federal financial aid or payment plans.

4. Liberty will certify enrollment to the VA
Our VA Certifying Official will submit an enrollment certification (22-1999) to the VA after your course(s) activate. Once completed, you will receive email confirmation indicating the dates reported and current VA processing times. The average processing time is 8-10 weeks.
5. VA processes enrollment certification and posts for verification
Once your enrollment certification has been processed, the VA will then post your enrollment information on the VA Web Automated Verification of Enrollment (WAVE) system.
The VA is currently taking 8-10 weeks to process enrollment certifications. Once they are processed by the VA, the enrollment will then reflect in WAVE for verification. Until it is processed, nothing will appear in that system. We recommend that you check WAVE periodically to see if your enrollment information is available.
6. Verify enrollment on WAVE
You will need to verify your enrollment on the VA system in one of two ways:
- Online: Go to www.gibill.va.gov and click on WAVE
- By Phone: Call the VA Verification phone line at (877) 823-2378
Note: Your enrollment information will not post on WAVE until the certification has been processed by the VA. Verification will need to be completed on the first day of every month during the term to release the pay for the previous month.
